The
directions of investigations and experimental
surveys. |

According to specialization
and a selected conceptual and methodical approach,
the Institute implements surveys with the
following purposes:
-
investigation
of the dynamics and regional differentiation
of common conditions of Russian land tenure
formation on the whole, at the varying levels
of its territorial and management hierarchy
(subjects of the RF, municipal formations,
as well as the land use and land ownership
of concrete individuals and legal entities),
and in the context of different branch types
and inter-branch combinations;
-
monitoring
of the land market, study of its disproportions,
conditions, factors, tendencies, and conformities
to natural law while working out practical
recommendations on the adaptation of participants
in the land market to its status and peculiarities,
including regional differences;
-
working
out methodical grounds and scientifically-based
recommendations on the practical organization
of privatization, registration, and re-registration
of privatized ownership of land plots for
different economic (branch) uses and functional
types;
-
creation
of scientific and methodical recommendations
based on effective sizes of land use for
enterprises of different branch specializations,
production, and technological organization
and their practical mastering in experimental
surveys;
-
methodical
ensuring and practical experimental works
based on the market price, rental payment,
and mortgage cost of land plots for different
functional purposes and economic (branch)
use;
-
working
out and practical mastering in the Russian
land legislation scientifically-based social
and economic demands and restrictions in
the corresponding legislative documents
that regulate land relations, land ownership,
and land use in different branches of production
and regional conditions;
-
study of
the main principles and theses of the strategy
and tactics of the structural and institutional
transformations in the regional and branch
systems of land ownership and land use and
its practical use in experimental regional
schemes, purposeful programs, and territorial
projects;
-
creation
of scientific and methodical grounds of
effective organization of Russian land use
management on the whole, at the regional
and branch levels, and its practical use
in experimental projects.

Among works
implemented by specialists of the Institute,
the most important are the multi-measured
description and complex classification of
a totality of the subjects of the RF by
their social and economic characteristics
as common conditions of the regional and
branch systems of land use formation and
development. The modern mathematical methods
of information “compression” (factor analysis)
and multi-measured classification (cluster
analysis) allowed the creation of an effective
tool for solving different practical aims
of classification of the subjects of the
RF by their priorities and preferences in
different programs of economic development.
In particular, these programs included the
determination of investment attractiveness
of regional systems on the whole and their
branch components, the determination of
the efficiency (“comfort”) degree of common
economic conditions by spheres and branches
of the productive process, and the choice
of preferences and priorities of the market
land and real estate turnover, etc.
The Institute implemented
a well-grounded analysis of conditions and
regional differentiation of the forming Russian
land market. The scales, proportions, and
dynamics of sale and purchase deals, lease,
and land mortgages in different locations
(cities, villages, and outlying settlements)
and different economic purposes (for building,
business activity, resale, etc.) are investigated,
and any tendencies in the dynamics of land
prices and rental payments for land use are
detected. The obtained results give a reliable
context to the market infrastructure and decrease
the risk of participation in land market deals
as well as optimize land payments.
A special area of our work
is dedicated to working out an alternative
(regarding traditional approaches) method
of market land price modeling that permits
us to take into account not only useful consumers’
features of a land plot, but also the interests
of participants of a deal, their price aims,
the correlation between demand and supply,
etc. in the conditions of a depressive land
market
The Institute implemented
two regional sociological surveys that ensured
scientific information on the social and psychological
conditions and factors of the transition to
new land relations in modern Russia and the
organization of corresponding land ownership
and land use.
