GENERAL INFORMATION 
 
 
The Research Institute of Land Relations and Land Planning was founded in 1993 and registered as a state enterprise working on the basis of absolute self-financing.

The Institute was organized after the Western model with the following characteristics:
• a minimum quantity of administrative staff and managers,
• a restricted number of permanent employees,
• active enlisting the temporary cooperation of creative groups in surveys on a sub-contract basis.

The specialization of the Institute is the accumulation of new scientific and methodical knowledge necessary for optimization modeling of the social-economic transformation of the land structure formed in Russia and its use in experimental practical surveys. The surveys of the Institute are complex and systematic. The conformities to natural law and mechanisms of Russian land tenure formation and development are studied in the focus of public relations: as their universal genetic ground, as an object of the general multi-measured public and individual needs, interests, and claims, and as a condition or factor that penetrates all spheres and parts of the public reproductive process.

The Institute implements, on the basis of contracts, surveys, the practical development of methods and software that ensure the solution of the actual aims of anti-crisis development of land reform, land policy improvement, and the increase of efficiency of land management and the management of real estate closely connected with land at the federal, regional, (subjects of the RF), and municipal levels.

The results of surveys of the Institute are the concrete practical recommendations and proposals regarding the effective organization of land use, rational land valuation, and the development of a business-plan for land management

In accordance with regulations, the Institute implements the following activities:

  • performance of symposia, conferences, and scientific and practical meetings on the relevant problems of science, production, and land management;
  • publication of scientific works, collections, monographs, scientific and technical bulletins, and other informative materials; organization of exhibitions and advertisement of scientific and technical production; scientific and technical co-operation with foreign countries, in particular, on the basis of contracts and agreements on the establishment of direct scientific and technical connections with foreign scientific institutions;
  • implementation in the fixed order of commercial activity on the creation and realization of the scientific production of the Institute within the country and abroad;
  • conducting other scientific, productive, and commercial activities that do not contradict the laws of the Russian Federation or the territory where these activities are implemented.

Contacts of the Institute. The Institute develops business cooperation with the leading scientific and research institutes under the Academy of Sciences of the RF (the Institute of World Economy and International Relations, the Institute of Economy, the Institute of Geography, the Institute of the USA and Canada, the Institute of Social and Economic Problems of the Population), under the Russian Academy of Agricultural Sciences (the All-Russian Research Institute of Agricultural Economy, the All-Russian Research Institute of Agricultural Economy and Management, the All-Russian Institute of Agrarian Problems and Informatics, etc.), under the Russian Committee on Land Resources of the RF, the Ministry of Economy of the RF, etc. We have business relations with high-profile foreign research organizations, in particular, with the Methodist University in Dallas, Texas, USA; the Research Institute of Agrarian Development in Central and Eastern Europe, Germany; Carleton University, Canada; and the International Institute of Applied Complex Analysis, Austria.
